What is the College Hill Neighborhood Plan?

The College Hill Neighborhood Plan seeks to build upon the strengths of the neighborhood, identify and address issues facing the community, and discuss and develop consensus on the future direction of the area.  This citizen based planning effort will provide a blueprint for enhancing the quality of life throughout College Hill.

This website is designed to provide residents and stakeholders resources on College Hill as well as to provide another method of public participation in the development of the plan. Check out the ‘Links’ page to learn more about preservation efforts within the community and news stories relating to College Hill.  We will be continuing to load new documents, maps, and workshop results as the Plan evolves, so be sure to check back with us.

Why do we plan?
The purpose of planning is to ensure that an excellent quality of life in College Hill and the surrounding Greensboro community continues and is enhanced through public participation. Through the planning process, residents, business owners and community organizations will help shape the neighborhood for years to come. A well-planned community provides compatible land uses, as well as transportation networks, public facilities and parks. In addition, a well-planned community protects its environmental and heritage resources. Planning helps to ensure that the community continues to be attractive, safe, and prosperous.



What is neighborhood planning?
Neighborhood planning is an opportunity for citizens to shape the neighborhoods where they live, work, own property, or manage a business. The neighborhood planning process addresses land use, zoning, transportation, and urban design issues. The goal of neighborhood planning is for diverse interests to come together and develop a shared vision for their community. A neighborhood plan:


  • Represents the views of all the stakeholders that make a up a community
  • Identifies neighborhood strengths and assets
  • Identifies neighborhood needs and concerns
  • Establishes goals for improving the neighborhood
  • Recommends specific recommendations to reach those goals



  • What are the basic steps involved in developing a neighborhood plan?
  • 1. Outreach – it is important to get as many stakeholders involved as possible;
  • 2. Conduct neighborhood surveys;
  • 3. Hold community meetings;
  • 4. Identify issues, develop goals, objectives and action items;
  • 5. Review of the plan by City departments;
  • 6. Present the plan to boards, commissions and City Council;
  • 7. Adoption of the Plan by City Council.
